• Yemen Agribusiness Project - Dairy Entry Phase Pre-Implementation Engagement of Local Consulting Firm(s) - Aden, YemenA. BACKGROUNDThe International Finance Corporation (IFC), a member of the World Bank Group, is leading the Yemen Agribusiness Project under its Agribusiness Upstream and Market Creation program. This initiative forms part of a joint IDA-IFC engagement designed to catalyze private sector-led growth, reduce import dependence, and strengthen commercially viable agrifood market systems in a fragile and conflict-affected environment.The project follows a phased, market-driven approach. It begins with the dairy value chain as an entry point and proof of concept, with potential expansion into other priority value chains such as poultry and horticulture/grains based on lessons learned, partner readiness, and commercial viability. The engagement adopts a market creation framework focused on identifying viable private sector anchors, strengthening smallholder integration into structured supply chains, addressing systemic productivity and service delivery constraints, and enabling access to sustainable finance. The pre-implementation phase aims to generate structured, field-validated intelligence and partnership groundwork required to design an investment-informed and commercially sustainable implementation program.The selected Consulting Firm(s) engaged under this ToR will collect and submit validated field-level data and structured factual findings to support the IFC project team. The Consulting Firm(s) will not conduct analytical synthesis, financial modeling, budgeting, or prepare final consolidated reports.This assignment covers pre-implementation groundwork only.B.
