  • Tenders are invited for Supply of Medicines and Intravenous Fluids to Health Facilities in Sana-a Under a One Year Framework Agreement. Background: Qatar Red Crescent Society (QRCS) is a nonprofit organization, assists and empowers vulnerable communities within Qatar and around the world by offering life-saving assistance in emergencies, increasing disaster preparedness and resilience to future disasters, improving health care services, contributing to social rehabilitation and capacity building while preserving human dignity. QRCS invites all the qualified suppliers specialized in the supply of medicines and intravenous fluids to submit their bids according to the following conditions: 1. Tender documents can be obtained from QRCS office in Sana-a - Haddah Street - behind Al Shaibani Restaurants, after the bidder-s representative submits an official letter from the company authorizing the represantative to obtain the tender documents. 2. Offered prices must remain valid for at least one year. 3. QRCS will award the winner/winners a contract under a one-year framework agreement to supply medicines and intravenous fluids to the targeted health facilities in Sana-a. 4. The supplier must supply the requested items to the targeted locations (Alrahabi HF - Assafiah - Sana-a and Alhafi HF - Alsabeen - Sana-a) within 7 calendar days starting from the date of the purchase order issue. 5. Quantities of required items will be specified in purchase orders depending on the actual needs of the project. 6. Packing and container utilization details: The technical offer shall clearly indicate the packing and transport options. 7. Clarification requests: Suppliers wishing for clarification regarding this tender should send their requests to the e-mail: (Mohammad.Alsayadi@qrcs.org.qa) during official working hours (from 08:00 am until 1:00 pm from Saturday to Thursday), noting that the last date to receive requests for clarification is at 11:00 local time (13/11/2021). 8. Eligibility Criteria: the supplier must submit the corresponding supporting documents listed below with bids. Suppliers who do not submit these documents will be disqualified from the technical evaluation: The supplier must submit the following: Β· Valid Business Registration Card issued by the pertinent Yemeni authorities. Β· Valid Tax Card issued by the pertinent Yemeni authorities. Β· Valid Zakat Card issued by the pertinent Yemeni authorities. Β· A valid, original bid security guarantee is made available, issued by a reputed bank to QRCS on behalf of the vendor; the amount of the bid security is (4,500 USD), the bid security must be valid for 120 days after the closing date of the tender. The document must be in one of the following forms: (i) unconditional bank guarantee, (ii) irrevocable letter of credit issued by first-class bank, (iii) cashier-s cheque or (iv) certified cheque issued by an accredited bank, acceptable to QRCS. Β· Vendor's non-inclusion into the UN, UNSG and WB sanctions/ineligibility lists. 9. Submission of bids: v Bids shall be submitted in closed envelopes sealed in red wax labelled with tender reference No., Tender subject, supplier name and address. v The sealed envelope contains two seperate envelopes as follows: Β· The first envelope must be labeled with β€œtechnical offer” and contains all the technical offer documents: Annex (A): Vendor Eligibility Criteria, Annex (B): Technical offer form) and all the official required documents of the supplier (Valid Business Registration Card - Valid Tax Card), supplier's code of conduct Annex (E), Annex (F) Supply Contract Document, in addition to copies of previous contracts illustrating the company's experiences in this field. Β· The second envelope must be labeled with β€œfinancial offer”, and contains Annex (C): financial offer form and Annex (D): Bid Cover Form. v The bid must be submitted using the attached forms. Bids that do not match the attached forms will be disquilified. v All the information related to the items (medicines names, country of origin, agency in Yemen, manufacturer registration certificate to the Supreme Board of Drugs and Medical Appliances (SBDMA) and expiry date must be mentioned in the bid. v A free sample for each item shall be provided with the bid. v Prices quoted must include all indirect additional costs such as taxes, transportation, delivery and any other costs. v All items must bear the agent seal. v Pricing must be done in US dollars, any bid submitted in other currency will be rejected. v Copies of the technical and financial forms must be submitted in excel format in a CD or USB flash drive. v Any offer received after the closing date will be rejected. v Bids that successfully exceed the technical evaluation (that submit 164 items or more conforming to technical specifications) will be financially evaluated.. v All bid forms and documents related to this tender must be stamped by the supplier. v All tender documents should be submitted by the interested bidders through the tender box located in QRCS office in Sana-a-Hada Street-behind Al-Shaibani Restaurants. v The last date for submitting bids is at 11:00 am on Sunday 14/11/2021 and the tender opening session will take place at the same time at QRCS office. 10. Evaluation of bids: The bids will be assessed using the following criteria Β· Eligibility criteria: Criteria Description Merit β€œPASS/FAIL” Supplier's documents A valid Business Registration Card for the vendor issued by Yemen Supreme Board of Drugs and Medical Appliances (SBDMA) or the Yemeni Ministry of Industry and Trade. Pass/Fail A valid Tax Card issued by the pertinent Yemeni authorities. Pass/Fail A valid Zakat Card issued by the pertinent Yemeni authorities. Pass/Fail A valid, original bid security guarantee is made available, issued by a reputed bank to QRCS on behalf of the vendor; the amount of the bid security is (4,500 USD), the bid security must be valid for 120 days after the closing date of the tender. Pass/Fail Β· Technical evaluation criteria: Criteria Description Merit β€œPASS / FAIL” Manufacturers' certificates (all offered items must be accompanied by the required certificates and licenses) Manufacturer's registration certificate issued by Yemen Supreme Board of Drugs and Medical Appliances (SBDMA) Mandatory for each manufacturer proposed by the vendor. Pass/Fail Valid GMP certificate issued by the NRA from the country of origin For each manufacturer proposed by the vendor. Optional (non-mandatory) Valid manufacturer license delivered by the country of origin For each manufacturer proposed by the vendor.
