  • Request for proposals are invited for Providing Guard Security Services. RFP: Providing Guard Security Services Tender No: MAR SAH 001-2021 The purpose of this project is to ensure safe and secure working and living environment for the organization-s staff. Mercy Corps currently has offices in Sana-a City, Taizz City Houban-inside City, Aden City and Guesthouses in Sana-a City, Taizz/ Houban and Aden City. MC may have in future offices in Taizz City - Mocha, Hadramout City, Al- Mukalla City and Marib City In this regard, MercyCorps may keep the same previous guards or will provide Security Guarding Service to this location during 24h hours seven days a week. Mercy Corps intends to enter into a framework agreement with a Service Provider or multiple Service Providers over the course of 24 Months. Under any master service agreement signed as part of this tender, there is no commitment to purchase. Once a master service agreement signed by both parties, Mercy Corps will issue subsequent "Task Orders" for each month, or Security Guarding Services needs. Mercy Corps will make payment in consideration of such services by the terms of the master service agreement and the subsequent "Task Orders" agreed upon by both parties Tendering office: MC-Yemen Country of destination: Yemen Open date: Mar 30, 2021, 10:00am to Apr 12, 2021, 12:00pm Files: File: Tender package (RFP) Providing guard security service (1).pdf File: Annex 5 Quality Control Plan Security.pdf File: Annex 4 MASTER SERVICE AGREEMENT form.pdf File: Annex 3 - SoW - Arabic - English.pdf File: Annex 2 - Price Offer Sheet Template.pdf File: Annex 1 - Supplier Information Form.pdf Responsibilities of MC: ๏‚ท Ensure availability of necessary equipment e.g. search light, whistle, stationary, locks, table and chairs, drinking water and cooking stove, guard cabin/room and ablution place and washroom for comfortable performance of duty ๏‚ท Orientation of guards with office timing, staff members, vehicles, generator operation, logging visitor in/out and generator fuelling ๏‚ท Ensure payment of monthly service fee to the Service Provider on agreed time, as stipulated in the contract. ๏‚ท Report any concern, poor performance of guards, additional needs etc. in writing to service provider. Responsibilities of Service Provider: ๏‚ท Train all security guards for safety and security best practices and maintain industry standards throughout this agreement. ๏‚ท Not to change any security guard without written intimation to Mercy Corps. Such intimation must be delivered to MC at-least 24 hours in advance. ๏‚ท Do not deploy any security guard on continuous duty for more than eight (8) hours. ๏‚ท Immediately replace any underperforming or sleeping/absent from duty security guard or found chewing Qat etc. ๏‚ท Follow all instructions given by Mercy Corps security and safety department and report back. ๏‚ท Assign a supervisor and ensure regular daily checks to ensure efficient, professional and quality security service and MC premises. ๏‚ท Provide security guards with uniforms, communication facility, identity cards etc. Annex 3 - SoW GUARD DUTIES & RESPONSIBILITIES The Mercy Corps employs guards from a reputable security provider in Yemen. It is the security provider-s responsibility for the security and physical safety of all personnel within any Mercy Corps premises. The security provider is also responsible for the security of buildings and property of Mercy Corps. In the event of any incident occurring within or around the compound then the guards are to inform the SFP, and contain the situation until the SFP is able to assume control. The guards are to maintain the compound security and access control at all times. Guards are not to depart from their shift until they have been properly relieved by the oncoming shift. All guards are to remain correctly dressed during their shift. Clothing is to be kept clean and presentable where appropriate. They are to be dressed neatly in their uniform or in appropriate, semi-formal clothing at all times. CODE OF CONDUCT All guards are to act in accordance with the code of conduct as detailed below. Any breaches to this code of conduct are to be reported to the SFP. The principles are as follows: Positive and willing attitude. Self-disciplined. Self-respect. Loyalty. Professionalism. Team spirit. Co-operation. Good humour. Pride. Whilst complying with this code of conduct the guards are to avoid the following: Use of bad language Make abusive or demeaning remarks about race, religion, political or tribal affiliation and must make an immediate apology if offence is taken by any listening party. Make physical contact with any other employee which may cause offence. Be discourteous or rude. COMPLIANCE WITH THE LAW The security provider-s members must comply with Yemeni Law at all times during their shift. MEDIA The guards are not to make any statements to the media. Any approach from the media must immediately be reported to the SFP, HoO (or equivalent), SSM or Country Director. DISCIPLINE Guards are required to conform to high disciplinary standards and to obey the lawful commands of their supervisors. Failure to do so will result in disciplinary action. The use of drugs, including qat is prohibited and will cause immediate termination of employment. The drinking of alcohol while on duty is prohibited. Those found under the influence of or not fit for duty due to drug, qat or alcohol consumption will have their employment terminated. At all times, the guards should be alert and in the position to carry out their duty effectively. At no time are any of the ุงู„ู…ู„ุญู‚ )3 )ุฌุฏูˆู„ ุงู„ุฎุฏู…ุงุช - ู†ุทุงู‚ ุงู„ุนู…ู„ Annex 3 - SoW guards to lie down, rest or sleep. Other examples of gross misconduct that would lead to the employment of a guard being terminated include: Physical assault. Malicious damage or harm to personnel or company property. Falsifying attendance or sickness records. Accepting or offering bribes. Extreme rudeness to staff or visitors. Misuse of company information Any criminal or civil act prejudicial to the client whether or not committed in the course of his/her employment. Continuous failure to work to the high standards expected of Mercy Corps despite warnings from the SFP Any actions that may jeopardize Mercy Corps- image or security. Issue or lend property of Mercy Corps to any non-authorised person or organization which includes: notes, minutes, memoranda, correspondence, records, sketches, maps, plans or other documents or copies. Serious breach of the code of conduct. WEAPONS Guards are to strictly and without bias ensure that all personnel entering Mercy Corps premises adhere to Mercy Corps- strict โ€œno armsโ€ policy. SEARCHING Vehicles and personnel entering the compound are liable to be searched at all times. The purpose of a search is to prevent the carrying of illegal weapons, ammunition, explosives, or any other unauthorised material or object that may be used to harm or create injury to personnel and property. Search mirrors are to be used to search the underside of vehicles as supplied Any person who refuses to allow a search of himself or herself, baggage or vehicle is to be denied access. They are to have their details taken and reported to the SFP. Suspicious objects Any object that is regarded as being suspicious is to be left untouched and the SFP must be informed. Should any object be regarded as being dangerous or explosive, then the actions as detailed in Annex A below are to be initiated. DUTIES OF THE GATE GUARDS The โ€œgate sentriesโ€ is a loose term used for guards who are positioned at the gate either for a period of time, or for the entire shift. They are responsible for: Access control both in and out of the compound of vehicles and personnel. They are to be correctly dressed at all times as per this SOP. They are to behave in accordance with the code of conduct as per this SOP. They are to receive a full brief of any incidents that have occurred over the previous shift. They are to remain in radio contact with the Senior Guard at all times. They are to ensure that all vehicle and personnel searches are carried out in accordance with this SOP, and that they are done correctly. Any person who refuses to be searched when asked is denied access to the compound, their details taken and passed to the Senior Guard. Any person who has no right of entry and does not produce the correct pass is denied access to the compound, their details taken and passed to the Senior Guard. All personnel book in and out adhere to the booking out system. ุงู„ู…ู„ุญู‚ )3 )ุฌุฏูˆู„ ุงู„ุฎุฏู…ุงุช - ู†ุทุงู‚ ุงู„ุนู…ู„ Annex 3 - SoW Any incident affecting the security of the compound is reported to the Senior Guard immediately. DUTIES OF THE GUARD DURING SILENT HOURS The Roving Guard is a term used to describe any guard who is tasked with patrolling the premises. They are responsible for: The detection of intruders, break-ins and attempted break-ins, offences against property, fire and security threats inside the compound. He is to be correctly dressed at all times as per this SOP. He is to behave in accordance with the code of conduct as per this SOP. He is to receive a full brief of any incidents that have occurred over the previous shift. He is to remain in radio contact with the Senior Guard at all times. He is to conduct a general patrol of all areas of the compound. This patrol is to last no less than 15 minutes and to be conducted twice in every hour. They are also to conduct a specific patrol at any other time as instructed by the Senior Guard. He is not to enter any building unless in direct consequence to a security incident, or in order to prevent such an incident.
