  • Request for proposals are invited for Principled Humanitarian Programming in Yemen (DRC Region Middle East). 08 April 2021: Request for Proposal (RFP) for Principled Humanitarian Programming in Yemen (DRC Region Middle East) RFP Reference no.: RFP-RO02-Y001 The research will aim to develop an understanding of the challenges and decisions related to negotiations, access and coordination that organizations pursue to uphold principled humanitarian action in the delivery of assistance, which adheres to the core humanitarian principles of Independence, Impartiality, Neutrality and Humanity in Yemen. Yemen presents a complicated humanitarian environment for organizations to navigate, requiring localized contextual analysis, consistent engagement with stakeholders and coordination amongst the humanitarian community to ensure Humanitarian principles are respected in the response. This requires an analysis of the interface between the Needs of the people, the Principles that guided the response to those needs and Access of humanitarians to respond. This all to be analyzed in the fluid conflict dynamic, access constraints (bureaucratic and otherwise) and the attempt to politicize aid from various actors within the context of Yemen Important Note: Additional information containing in-depth background into the research topic as well as anticipated methodologies are indicated in the TOR, which is annexed (E) with the RFP package. We work in c/onflict-affected areas, along displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and durable solutions. The Danish Refugee Council was founded in Denmark in 1956, and has since grown to become an international humanitarian organization with more than 7,000 staff and 8,000 volunteers. DRC has been operating in the Middle East region for over a decade, running a combination of emergency, livelihood, protection and advocacy programs through Country Offices in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office in Amman. Humanitarian community recognize that humanitarian principles should lie at the heart of any response, particularly in situations of armed conflict. These principles are enshrined in the β€˜European Consensus on Humanitarian Aid- adopted by the institutions of the European Union (EU) and the Member States in December 2007. The consultant is expected to mobilize its own resources to deliver the agreed material. Request for Proposal RFP-RO02-Y001 Page 2 of 7 II. SELECTION AND AWARD CRITERIA The criteria for awarding contracts resulting from this Tender is based on β€˜best value for money-. For the purpose of all tenders DRC defines best value for money as: Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e. reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured). For all bids deemed technically compliant as per the specification stipulated in Annex E - Terms of Reference, DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award. The technical criteria for this RFP and their weighting in the technical evaluation are: Technical criteria # Technical criteria Weighting in technical evaluation 1 Technical quality of the bid 45% 1.2 Demonstrated understanding of the methodology and requested deliverables, all important components of the ToR are sufficiently addressed and considered. 35% 1.3 Style, language, sophistication, and presentation. 10% 2 Expertise 55% 2.1 A strong understanding and experience with on the ground humanitarian research. Extensive experience and engagement with policy and advocacy around complex humanitarian context. Proven experience in Yemen. 40% 2.2 Proven experience in presenting and disseminating research to internal and external stakeholders 15% Please note that bids shall respond to all criteria, or their bid may be disqualified. A. Administrative Evaluation A bid shall pass the administrative evaluation stage before being considered for technical and financial evaluation. Bids that are deemed administratively non-compliant may be rejected. Technical Evaluation To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the RFP. A Bid is deemed to meet the criteria if it confirms that it meets the conditions, procedures and specifications in the RFP without substantially departing from or attaching restrictions with them. If a Bid does not technically comply with the RFP, it will be rejected. C. Financial Evaluation The total amount of points allocated for the financial scoring component is 25. The maximum number of points will be allotted to the lowest priced proposal that is opened and compared among those firms/institutions, which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in proportion to the lowest financial proposal using the inverse proportion principle: (lower_bid price) *(fin_weighting_proportion) / (next bid price) All bids that pass the Technical Evaluation will proceed to the Financial Evaluation. Bids that are deemed technically noncompliant will not be financially evaluated. The institution is required to submit a Financial Proposal in separate email OR sealed envelope. The Financial Proposal must provide a detailed cost breakdown in USD. Bidders must submit an overall firm-fixed price bid in USD. Invoicing and payment will be performed by bank transfer, in USD. All costs will be fixed. Note: Failure to submit a detailed breakdown may lead to rejection of your proposal. III.
