• Background:This documentoutlines the Terms of Reference (ToR) for a consultancy aimed at conducting aninstitutional capacity needs assessment and developing capacity development plansfor local institutions implementing development projects in Yemen. Yemen remains the least developed country inthe Middle East, North Africa, Afghanistan and Pakistan (MENAAP) region,suffering from resource depletion, poor governance, widespread poverty, lowhuman capital, and weak rule of law - exacerbated by the 10-year conflict. Theprolonged Fragility, Conflict, and Violence (FCV) crisis is shaped bygovernance fragmentation between the Houthi Movement and the InternationallyRecognized Government (IRG), economic collapse, environmental challenges, andgeopolitical aspects. Since 2016, the World Bank Group (WBG) has been supportingdevelopment work in Yemen by operating via third-party implementers (TPIs),primarily United Nation (UN) agencies. The TPIs often subcontract ‘nationallocal institutions- that have proven track record to deliver results with duediligence, as well as effectively, efficiently and impartially throughoutYemen, including in remote areas. Since 2020, informed by the Country Engagement Note (CEN), the WBG hasmobilized significant support for Yemen, delivered major development outcomesand illustrated the value of remaining engaged through its portfolio of aboutseven to ten projects that benefit populations across Yemen and focus on (i)preserving basic service delivery and human capital, and (ii) promoting foodsecurity, resilience, and livelihood opportunities. Going forward, regularly updating the capacity of national andlocal institutions and more systematically drawing on their strengths, combinedwith innovative third-party monitoring models, may enable the WBG to betternavigate Yemen-s evolving and complex operating context.
