Description: UNICEF has now issued a Request for Proposals in order to select a supplier for Establishment of Long-Term Arrangements (LTAs) for Third Party Monitoring of UNICEF Supported Interventions in Yemen. Third Party Monitoring (TPM) is a monitoring approach that is largely used in Yemen Country office (YCO) as a result of the humanitarian crisis that began in 2015. This humanitarian situation in certain instances restricts YCO staff to access certain geographical locations. Additionally, the need for specialized monitoring expertise in some projects as well as the volume of programme monitoring has necessitated the use of TPM in YCO. The use of TPM in YCO provides certain opportunities as follows: Ability to scale: TPM provides quick access to additional monitoring capacity to cope with sudden-onset emergencies.
