  • Tenders are invited for Consultancy Service - Developing Training Materials and Training Plans for Small and Micro-Enterprises. Developing Training Materials and Training Plans On the maintenance of fishing equipment (fishing boats and outboard motors), income-generating activities, business planning, and management of Small and Micro-Enterprises. Location: Yemen Red Sea, Al Mukha District-Taiz Governorate and Al Khawkha district - Al Hodeida Governorate Duration of the assignment: up to two months Project title: Increasing Resilience through Innovative and Sustainable Improvement of Food Security and Livelihoods for Returnees, IDPs, Migrants and Host Communities in the Western Coastal areas of Yemen Project goal: Existing livelihood strategies are enhanced and more sustainable through the successful introduction of locally adapted innovative products and processes, increasing community resilience and food security. The project of Diakonie Katastrophenhilfe (DKH); fishery livelihoods support component, implemented by the partner Abs Development Organization for Women and Child (ADO) aims to: Β· Restore the productive assets and strengthen the capacities of the small-scale fishery communities in the western coastal areas. As well as improving their socio-economic conditions and strengthening their livelihoods. Β· Create additional employment and income-earning opportunities for vulnerable women and men in the targeted districts. Β· Raise the awareness of fishery communities on the post-harvest losses and available financial services in their areas. The Western Coastal Area, located on the Red Sea, hosts traditional fisher communities. In addition, the fishing industry contributes substantially to the socio-economic situation, food security, and nutrition of the fisher communities. Their existing livelihood is an important source of nutritious locally available food yet its potential is severely under-utilized. The ongoing conflict has destroyed their productive assets. In the latest available statistics from 2012, fishery was regarded as the Yemeni economy-s third sector in order of importance, contributing up to 3% share to the country-s GDP, and was the major source of employment, income and food security throughout the coastal areas . The importance of fishery as a particularly promising economic sector had resulted in the National Fisheries Strategy (NFS) 2012- 2025. The National Fisheries Strategy (NFS) 2012-2025 recognizes the fishery sector-s contribution to the national economic growth whilst ensuring environmental and resource sustainability, improving community livelihoods, strengthening the food security needs, and job-creating economic empowerment opportunities with a focus on youth and women. This is reinforced in the government of Yemen (GoYβ€˜s) Transitional Plan for Stabilization and Development (TPSD 2012-2014), which aims at improving the livelihoods of fishersβ€˜ (men and women) communities, through efficient institutional structures together with effective legal frameworks and enhanced partnerships. Purpose of the tender: To contract with a qualified service provider (training institution/ consulting firm/ individual consultant) interested in developing training materials and training plans for training Small and Micro-Enterprise (SME) groups on maintenance of fishing equipment (such as fishing boats and outboard engines for men SME groups), income-generating activities in the fishery value chain (such as fish processing (drying and salting), seaweed and fish feed production, fishing net and fishing tools production and maintenance, for women SME groups), business planning and management in the West Coast of Yemen, Al Mukha and Al Khawkha districts. Deliverables of the assignment: 1. Develop training materials (both practical and theoretical) on the maintenance of fishing equipment (such as boats and engines), income-generating activities, business planning and management, including but not limited to: a) Introduction to the use of workshop tools, workshop safety, and hazard management. b) Maintenance of fishing boats (wooden and fiberglass). c) Maintenance of outboard motors and basics of internal combustion engines. d) Income-generating activities for Women SME groups in the fish processing (drying and salting of fish), and production of seaweed and fish feed. e) Income-generating activities for Women SME groups in the production and repair of fishing nets and fishing tools. f) Step-by-step business plan development and template, establishment and management of micro and small enterprise (including leadership structure), product marketing, and financial management. 2. Develop a detailed training schedule and timetable including SME group formation and course plans for the men and women self-help groups. 3. Conduct an informal quick market visit or market scan in the Al Khawkhah and Al Mukha markets to identify and develop a report and list of feasible income-generating activities (IGA) in the fishery value chain. 4. Identify a list of experienced trainers for each of the training courses, and provide their CV's that indicate their experience in the training field. These will be later interviewed and contracted by ADO. The trainers must agree to conduct the training in Al-Mukha and Al-Khawkha. 5. Prepare a Bill of Quantities (BOQ) with an estimated cost of training kits, start-up kits, and equipment for all the training courses and SME groups. 6. Conduct a validation workshop to present the draft training materials and training plan, and collect feedback from the identified experienced trainers, ADO and DKH team to develop the final versions. 7. Print out and prepare all the final (waterproof cover, and colored) training materials for the (110 trainees) as detailed in annex (A) below and submit them to ADO, with the correct logos of BMZ, DKH and ADO. Note: Β· The theoretical and practical training manuals need to be prepared in English and Arabic, taking the targeted SMEs group members and community level of literacy into consideration and employing appropriate training aids. Β· All training courses should be customized and oriented to adapt with the local Yemeni context, especially the west coast area of Yemen. Β· The developed training plan and materials should be in conformity with MTEVT's standard training programs to ensure that trainees are eligible to receive MTEVT certification and work licenses. Delivery and Payment Schedule Deliverables will be the basis for the payment schedule. All training materials and reports will be submitted in draft (for comments) and then final. Deliverables shall be submitted in electronic format (MS Word, and Pdf versions) to ADO project Manager and Copy to DKH programme officer. 1. 20% after signing the Contract. 2. 25% after submitting the draft training manuals, detailed training schedules, and market scan report. This will be verified and confirmed by ADO project manager. 3. 55% after submitting the final training materials in hard and soft copies and the other deliverables. DKH invites national and international individual consultants as well as consulting firms to submit their technical and financial offers and the CVs of their technical experts. DKH welcomes collaborations between national and international consultants. DKH keeps the right to forge a collaboration between national and international applicants or split the deliverables. All interested parties that seek to submit an offer for this TOR must write to tender.yem@diakonie-katastrophenhilfe.org and submit: 1) Technical proposal, including: a. CVs of the technical team who will develop the training materials. b. Detailed training curriculum table of contents for each training. c. List and CVs of experienced trainers for each training course. 2) Financial proposal, with detailed breakdown including: a) The detailed costs for developing all training materials as per annex A, including preparing a detailed plan for group division, training times, and training plan. b) The detailed cost for printing training materials for all trainees- groups as per annex A. c) The detailed costs for the validation workshop with relevant arrangements (training hall, refreshments, stationary, participants incentives for 6 to 8 trainers). d) The detailed costs for the quick market scan in Al Mukha and Al Khawkha with the relevant logistic arrangements (transportation, accommodation, data collection, reporting) for up to two IGA experts. 3) Detailed work plan indicating the timeline of the deliverables. 4) Supporting documents (for companies) a. Valid VAT and TAX ID certificate b. Valid Trade/Business License c. Clear copy of the identity card /passport of the legal representative of the company. d. Company profile e.
